Members
- Members are the representatives chosen by the residents of the respective autonomous organizations in a direct election. 10 members were elected in nine myeons in two eups. Two proportional representatives have the tenure of four years. Chairman and Vice-chairman
- The City Council has one chairman and one vice-chairman. who are elected among the members by secret ballot at the Council. The two have the tenure of two years, respectively.
- As the representative of the City Council, the Council chairman gathers the opinions of the council members, maintains the order of the council meetings and supervises the council affairs.
- The vice-chairman assists the chairman and acts on behalf of the chairman in case there is an accident on the part of the chairman. Standing Committee Chairman
- The City Council has three Standing Committees (the Council Operation Committee, the General Affairs Committee, and the Industrial Construction Committee). The Standing Committee chairman is elected among the members by secret ballot at the Council. The vice-chairman is elected by mutual vote among the members. The two have the tenure of two years, respectively.
- Standing Committee Chairman represents the Standing Committee and supervises the act of screening and handling the agenda and petitions under its jurisdiction. Council Bureau
- The City Council has the Council Bureau to deal with the general affairs. The Council Bureau has a secretary-general, expert members and the staff members. The staff members are appointed by the heads of the local autonomous government under the recommendation of the chairman. The secretary-general deals with the general affairs under the command of the chairman.
